1. What does CAB propose?
The Citizenship Amendment bill has been introduced to replace the provisions of the Citizenship Act 1955. According to the Citizenship Bill 1955, no illegal migrant can be granted citizenship of India. Now this amendment has changed the rules related to grant of citizenship.
2. Who will come under the purview of CAB?
This amendment to the citizenship bill will mainly benefit illegal migrants from six castes. Hindus from Bangladesh, Pakistan and Afghanistan as well as illegal documents for Sikhs, Buddhists, Jains, Parsis and Christians will clear the way for Indian citizenship. In fact, non-Muslim refugees will benefit the most from this.
3. Who will be outside the purview of CAB?
India’s major opposition parties say that the Modi government wants to target Muslims through the CAB. The reason for this is that according to the provision of CAB 2019, Muslims coming from Pakistan, Afghanistan and Bangladesh will not be given citizenship of India.
Several parties, including Congress, are opposing the Citizenship Amendment bill on this basis. The government’s argument is that minorities coming from these countries are being given protection through CAB due to religious persecution.

5. What is the background of CAB?
The bill was passed in the old form in January 2019. The CAB is actually the NDA’s election promise. The Ministry of Home Affairs had notified in the year 2018 that officials from certain districts of seven states can accept online applications for granting citizenship to persecuted minorities from Pakistan, Afghanistan and Bangladesh residing in India.
Citizenship will be granted to them after verification report is received from states and center. In this, the period of residence of 12 years will now be seven years to get citizenship of India.
6. Who is opposing the CAB and why?
Opposition parties are opposing the CAB. He argues that it violates Article 14 of the Constitution of India. Article 14 deals with the right to equality. Parties like Congress, Trinamool, CPI (M) are opposing CAB. Along with this, this bill is being strongly opposed in the northeastern states of the country.

The people of the northeastern state believe that after CAB the number of illegal migrants in the area will increase and this will increase the stability of the region.
8. Which states will have the most impact of CAB?
Seven states of the northeast will be the most affected by the CAB. Many areas of Northeast India, which fall under the Sixth Schedule of the Indian Constitution, have been exempted from the Citizenship Amendment Bill. The sixth list includes Assam, Meghalaya, Tripura and Mizoram etc. of northeast India where there are autonomous district councils as per the constitution which ensures the protection of the rights of local tribals. Its provision has been made in Article 244 of the Indian Constitution. The Constituent Assembly gave autonomous district councils through it in 1949 and gave the respective powers to the state legislatures. In addition to the sixth list, regional councils are also mentioned. All these aim to maintain the social, linguistic and cultural identity of the local tribals.
9. Effect of CAB on India’s population?
Currently 31,313 people from three neighboring countries are residing on long-term visas in India. He will immediately benefit from the CAB, which includes more than 25,000 Hindus, 5800 Sikhs, 55 Christians, two Buddhists and two Parsis.
