Saubhagya Yojana (Pradhan Mantri Sahaj Bijli Har Ghar Yojana) –  Considering the importance of electricity in the socio-economic development of the individual, the Government of India has started Saubhagya Yojana i.e. Pradhan Mantri Sahaj Bijli Har Ghar Yojana to provide electricity to all the households of the country. Saubhagya Yojana was launched by the Prime Minister Shri Narendra Modi on 25 September 2017. While implementing the Pradhan Mantri Sahaj Bijli Har Ghar Yojana, the Prime Minister had targeted to complete the electrification process by December 2018.

In Saubhagya Yojna, facility has been provided to provide free electricity connection to the families coming under socio-economic and caste based census and other families will have to pay ₹ 500 as fee for electricity connection. The official web portal was launched on 16 November 2016 by the Government of India to give detailed information about Saubhagya Scheme.

The total project expenditure by the Government of India under this scheme is Rs 16320 crore while the Government of India will spend Rs 12320 crore as gross budgetary support. The connections given under the Saubhagya scheme will be provided with five LED lights, one AC fan and one AC power plug, which will be repaired and maintained by the Government of India for the next 5 years.

Under the Pradhan Mantri Sahaj Bijli Har Ghar Yojana, the Government of India has ensured the supply of electricity to about 91 percent of rural households in the country till June 2019.  Under the Saubhagya scheme, by October 2018, the Bihar government had completed the target of cent percent electrification in Bihar. At present, the Government of India has achieved the target of 100% electrification under the Saubhagya scheme.

Saubhagya Scheme

Saubhagya Scheme was launched in 2017 by the Ministry of Power, Government of India. The goal of Saubhagya Yojana was to ensure access to electricity connections to every household living below the poverty line and above the poverty line in rural areas and poor households in urban areas. The main goal of Saubhagya Yojana is to provide electricity facility to every household in the country.

At the time of the launch of Saubhagya Yojana, there were about 4 crore families in the country who did not have electricity connection yet. These four crore families identified under the Saubhagya scheme were to be provided with electricity connections by December 2018. Rural Electrification Corporation was designated as the nodal agency for implementation of Saubhagya scheme.

In order to give impetus to the Saubhagya scheme, there were clear instructions from the Government of India, that DISCOMs would organize camps in villages/mohallas to facilitate filling of application forms as well as issue of electricity connections to households. Digital means will be used by the electricity provider companies to expedite the application process.

While issuing the electricity connection under the scheme, the details of the consumers name, address and identity document (Aadhaar number / mobile number / bank account / driving license / voter ID card) etc. will be collected by the electricity provider company itself.

Saubhagya Yojana Portal 

The Ministry of Power, Government of India had launched the Saubhagya Yojana portal on 16 November 2017 for the implementation of Pradhan Mantri Sahaj Bijli Har Ghar Yojana.  This portal was started by the then Minister of State Shri RK Singh, Ministry of Power and New and Renewable Energy, Government of India.  Saubhagya Yojana Portal is designed and developed by National Informatics Centre.

The main objective of the Government of India behind launching this portal was to fast track the electrification process to be done under the Saubhagya scheme. Through the portal, all types of information related to Pradhan Mantri Sahaj Bijli Har Ghar Yojana along with village wise household electrification status across the country has been presented.

Scope of Saubhagya Yojana

Pradhan Mantri Sahaj Bijli Har Ghar Yojana was to provide electricity connections to all un-electrified households in rural areas. Under this scheme, Solar Photovoltaic (SPV) based stand-alone system has been provided for the un-electrified households located in remote and inaccessible villages/ habitations where access to power line is impossible or the cost is exorbitant. Free connection facility has been provided to poor people living below poverty line living in rural areas while others will have to pay Rs 500 as electricity connection charges.

Through Saubhagya Yojana, the government wants to provide electricity connections to all the remaining economically poor un-electrified families living in urban areas. Non-poor families living in urban areas have not been made a part of this scheme.

Saubhagya Yojana Eligibility Criteria

Under Pradhan Mantri Sahaj Bijli Har Ghar Yojana, the following families have been included for electricity connection.

  • Families with no roof.
  • Destitute and dependent families or individuals on initiation.
  • Manual Scavenger Family.
  • A legally free closed family or individual.
  • A family belonging to a primitive tribal group.
  • Legally released bonded labor.

All the above types of families who have house/slum/ahata to live in will be provided free electricity connection under Saubhagya scheme.

Families falling under the following 7 parameters have also been included under the free electricity connection under Saubhagya Yojana.

  • Families with only one room, a house with thatched wall and thatched roof.
  • A family with no adult members between the ages of 16 and 59.
  • Family of a female head with no adult male member between the ages of 16 to 59 years.
  • Disabled person’s family with no able-bodied adult member.
  • Scheduled Caste and Scheduled Tribe families.
  • Families in which adults above the age of 25 are not educated.
  • Landless families whose major part of their income comes from manual casual labour.

Note– Those families are also included under Saubhagya scheme and those who do not fall in any of the above category and whose house does not have electricity connection yet. But it is mandatory to pay ₹ 500 as fee for taking electricity connection in the above houses.

Features of Saubhagya Yojana

  • Under the Saubhagya scheme, the beneficiary families have been identified on the basis of social, economic and caste based Census 2011 data.
  • Electricity connections given under the scheme will be given free of cost.
  • Apart from the SECC 2011 data, those families have also been included under this scheme, who have not yet got electricity connection. But for this they have to pay extra.
  • From the SECC 2011 data, households will have to pay ₹500 as charges to the power company.
  • The electricity provider company will add an amount of ₹ 500 in 10 installments to the electricity bills of the consumers.
  • Saubhagya scheme includes provision for providing facilities like line cable with single point wiring, prepaid/smart meter, energy meter during electricity connection in un-electrified households.
  • LED lamps and accessories must be provided with technical specifications and manufacturing standards.
  • In respect of un-electrified households located in remote and inaccessible areas, there is a provision to provide power packs of 200 to 300 Wp (with battery bank) with maximum 5 LED lights, 1 DC fan, 1 DC power plug etc.
  • Under Saubhagya scheme, along with providing the above equipment to the electricity consumers, repair and maintenance facility will be provided for 5 years.
  • Under Deendayal Upadhyaya Gram Jyoti Yojana (DDUGJY scheme) all private sector electricity provider companies, state electricity departments and rural electricity cooperative societies will be eligible for financial assistance.
  • State Electricity Boards, which had already taken up electrification projects under any other scheme before the commencement of this scheme, have also been covered under this scheme.
  • Some of the eligible institutions are still providing the facility of providing free connections to the already approved BPL families under the DDUGJY scheme.
  • If such units under DDUGJY scheme are not able to find sufficient number of BPL families in the project area, such families will not be considered for financing the service connection cost under Saubhagya scheme to avoid any possibility of duplication .
  • Under the Saubhagya scheme, Electricity Provider Companies (DISCOMS) will collect the details of the consumers name, address and identity card (Aadhaar number / mobile number / bank / driving license / voter ID card) etc., as available.
  • The consumer does not need to carry any special document to get electricity connection.
  • Families whose connection has already been disconnected as defaulters will not be given the benefit of Saubhagya Yojana.
  • Electricity provider company can consider for Pune connection if such person pays old bills.
  • The total project expenditure by the Government of India under the Pradhan Mantri Sahaj Bijli Har Ghar Yojana is Rs 16320 crore, while the Government of India will spend Rs 12320 crore as gross budgetary support.
  • Under this scheme Rs 14025 crore has been spent on rural areas and Rs 2295 crore on urban areas.
  • States are divided into two main categories for funding under Saubhagya scheme. All the northeastern states including Sikkim, Himachal Pradesh, Uttarakhand, Jammu and Kashmir have been included in the special category. Andaman and Nicobar Deep Group and Lakshadweep have also been included in the special category.
  • Under Saubhagya scheme, 85 percent of the plan expenditure will be provided by the Government of India to the special states and 60 percent of the plan cost to other states.
  • About three crore poor families have been covered under this scheme excluding non-poor urban households.
  • The monitoring committee constituted for Deendayal Upadhyaya Gram Jyoti Yojana under the chairmanship of Secretary, Ministry of Power will issue operational guidelines for implementation of Saubhagya scheme. This committee will oversee the entire scheme.
  • Rural Electrification Corporation Limited has been appointed as the nodal agency for the implementation of Saubhagya scheme.
  • Under this scheme the institutional mechanism of monitoring system and direction adopted under Deendayal Upadhyaya Gram Jyoti Yojana will be followed.
  • Under Saubhagya scheme, Gram Panchayat / public institutions in rural areas have been given participation in the work of application forms, documentation and bill distribution.
  • Under this scheme ₹ 50000 per household has been spent on Solar Photovoltaic (SPV) based stand-alone system for power supply to the houses located in the areas.
